One suggestion is collapse some of the other forums into just one. The 2 sports forums and the picture one could easily just be threads in the main forum.

the picture forum exists out of heritage, and the sports forum was a request of mike's.

I don't see how having a specific place for pictures and sports is slowing down participation. unless some assholes are only bookmarking the general discussion forum and not looking at the main page.
